Cecilia Martinez, Office Manager, Del Rio, TX

Cecilia has lived in Del Rio, TX most of her life.  She worked for San Felipe Del Rio Consolidated Independent School District for 28 years as a manager of food service, overseeing all aspects of breakfasts and lunches for 13 schools and approximately 12,000 students. 

Cecilia joined ECDC in December, 2014.  She handles all aspects of qualifying applicants for the programs we offer.  She assists in construction management and helping homeowners through the construction process.  She can be reached at (830) 774-7393 or cecilia@equitycdc.org.

Ricardo Menchaca, Tool Library Manager, Del Rio, TX

Ricardo has lived in Del Rio, TX most of his life.  He worked for the Texas Department of Public Safety (DPS) for 12 years in landscaping and grounds and building maintenance, keeping the state's buildings and equipment clean and operating safely and efficiently. A major part of his work including repairing broken building systems and equipment necessary for the DPS to function.   

Ricardo joined ECDC in December, 2014.  He manages our Tool Lending Library and repairs and maintains all tools and keeps track of an inventory consisting of hundreds of tools.  Ricardo also assists in all aspects of our work in Val Verde County.  He can be reached at (830) 774-7373.

Robb Stevenson, Executive Director, Equity CDC

Robb is a native Texan raised in Victoria and currently residing in Austin.  He is a Returned Peace Corps Volunteer, having served in the Dominican Republic, Latin America.  Robb received his BA in English, MA in Latin American Studies, and MPAff from the LBJ School of Public Affairs at the University of Texas at Austin.  Robb worked in Del Rio as a FEMA subcontractor after a federally declared flooding disaster in 1998 and dedicated the majority of his graduate studies and early nonprofit work towards the identification and elimination of barriers to the development of Texas colonias.  Robb worked for the State of Texas for 10 years, managing and implementing programs focused on infrastructure development on the Texas-Mexico border, housing, and disaster recovery.  Robb has led ECDC since the inception of ECDC as a 501(c)3 organization in January, 2012.  He can be reached at robb@equitycdc.org 

Our Programs

Val Verde County Self-Help Center

In coordination with Val Verde County, Equity CDC administers one of the most dynamic and productive Self-Help Centers on the Texas-Mexico border.  The Colonia Self-Help Center (SHC) Program is administered by TDHCA and the funding is sourced from CDBG.  Utilizing both local contractors and sweat equity from homeowners, the SHC provides housing reconstruction and rehabilitation services.  We also maintain a tool lending library and computer lab with access to the internet for the low-income residents of the colonias of Val Verde County.

Amy Young Barrier Removal Program

Equity CDC utilizes the Amy Young Barrier Removal (AYBR) Program of TDHCA to provide accessibility modifications and housing rehabilitation in the Austin MSA and in Val Verde County, including the City of Del Rio.  In Williamson County, we coordinate our efforts with the City of Taylor and frequently utilize USDA-RD funding from the Housing Preservation Grant (HPG) and 504 Grant/Loan Programs to leverage with the AYBR Program.
